FBISD Breaks With Tradition And Joins In Missouri City TIRZ #3?

This is just in from FBN regarding Tax Increment Reinvestment Zone #3 in Missouri City. If this information is confirmed that means the district has agreed to not accept the ad valorum taxes within TIRZ 3 for approximately 20 years. The FBISDWatch question is why would the district that traditionally hasn't participated in these taxing zones suddenly change its mind? Also apparently appointed to the zone by the Missouri City council is a school board member.
